In Phuket, it's illegal to build or log beyond 80m above sea level... yet people do it. Constantly.
In front of our busiest city, for example, a team of loggers felled 111 "rai" of land (many many acres) over several months.
Many large condo projects are underway and already constructed above 80m, where they are unsightly and create a landslide hazard.
Welcome to Thailand, where bribes and looking the other way are commonplace. Grrrr!
